Error in Microsoft programs

I have a computer that whenever I try to open word or excel I get the following error:

EXCEL.EXE - System Error The code execution cannot proceed because AppVIsvSubsystems64.dll was not found. Reinstalling the program may fix this problem. OK

Any advice?

Saw that, but there are 2 places to find all programs one in the old control panel and the other in the new settings app.
In the control panel there is no Microsoft at all and in the new Win 10 App the options modify & uninstall are grayed out.

@Chaim-Hirsch then the issue is probably bigger… Maybe reinstall. Is it an option?

I think reinstalling will get you home the fastest.
